feat(desktop): consolidate declarative workstation profile

Capture desktop-specific system, session, Noctalia, and Pi integration alongside shared laptop support. Retire obsolete X11 configuration and make package ownership explicit for repeatable Decman deployments.

# Desktop Package Audit
Generated from `pacman -Qen` (official repository, explicitly installed) and `pacman -Qem` (AUR/foreign, explicitly installed). Package versions are included so this is an exact inventory.
## Decision key
- **KEEP**: already declared by a shared desktop concern.
- **REVIEW**: currently installed but not proven necessary by a configuration. The newly created `desktop/local` lists are provisional protection against an over-broad first Decman run; remove a package from those lists only after deciding to retire it.
- **RETIRE**: selected from the approved legacy non-Wayland cleanup or the NetworkManager-only decision. These will be omitted from the desktop profile.

## Approved follow-up retirement
In addition to the initial set, remove these selected groups from the desktop profile:

ashell-bin
ausweisapp2
code
gammastep
gnome-font-viewer
lib32-libpulse
lib32-vkd3d
lutris-git
pycharm-professional

winetricks
xclicker

Keep `nomacs-git` (the current PNG default), `zsa-keymapp-bin` (matches the managed ZSA rules), and the declared TeX Live stack. The desktop package lists now reflect these decisions; a Decman dry run must confirm the exact removal closure before applying it.

# If you specify an invalid mode, rEFInd pauses during boot to inform
# you of valid modes.
# CAUTION: On VirtualBox, and perhaps on some real computers, specifying

# Note that not all resolutions are supported. On UEFI systems, passing
# an incorrect value results in a message being shown on the screen to
# that effect, along with a list of supported modes. On EFI 1.x systems
# (e.g., Macintoshes), setting an incorrect mode silently fails. On both
# types of systems, setting an incorrect resolution results in the default

# loader - identifies the boot loader file
# initrd - Specifies an initial RAM disk file

# "Windows", and "XOM". Case-sensitive.
# graphics - set to "on" to enable graphics-mode boot (useful

# Default is auto-detected from loader filename.
# options - sets options to be passed to the boot loader; use

# by rEFInd parsing procedures (=, /, #, or tab).
# disabled - use alone or set to "yes" to disable this entry.
