fix(FN-011): gracefully skip DB tests when PostgreSQL is unavailable

- Wrap DB engine setup in try/except in conftest.py

- Call pytest.skip with clear message when PostgreSQL is unavailable

- Dispose engine before skipping to avoid connection leaks
