feat: workspace frontend integration (PR-4)

- Add workspace_id parameter to createInstance API client
- Wire WorkspacesPage 'Start Tool' modal to createInstance + startInstance
- Pass workspace_id when creating instance from workspace page
- TypeScript + eslint clean
