refactor: extract ConfigProfilesPage components

- Extract use-config-profiles hook for state management
- Extract ConfigProfileListSidebar, ConfigProfileEditorPanel, ConfigProfilesMobileView
- Slim ConfigProfilesPage from 1,611 to 170 lines

Quality gates: tsc --noEmit passes, npm run build passes
