a modal with workspace selector + ToolStarter

replaced with FAB + 'Workspaces quick access' prompt
- Sessions page: removed inline workspace selector + ToolStarter, now
shows prompt to use the FAB
- Styles: .start-tool-fab with hover scale, shadow, mobile offset above tab bar
